Rulers visibility preference persistence

Penpot rulers are shown by default but their visibility can be switched using the command Ctrl + Shift + R or the option at the workspace main menu.

As this preference is not persistent, if you want to work without the rulers in sight, each time the file is loaded or the browser refreshed you need to switch them back to hidden.

Describe the solution you'd like.

Rulers visibility preference should persist, so that the last saved preference made by a user should be the one that applies for every file.

That said, the value of this setting should be stored at user level, not file, not team.
