Part 2: Bicep script to manage access to resources in isolated network

Requirements:

• Implement ability to deploy azure resources for RAG accelerator in isolated network
• Implement ability access the RAG accelerator resources that are deployed in isolated network

Please see Part 1 for detailed requirements.

This issue represents Part 2 of the work.
In Part 1, we have implemented ability to deploy resources in isolated network.
Part 2 is to provid a way for a host developer to access the private networked resources.
In this part we are going to implement bicep script to access these resources (deployed in isolated network)

2. Bicep scripts for deploying access management resources.
3. Add remaining resources to the list of resources to be deployed in isolated network
4. Integration test when resources are deployed in isolated network.
