Update Bicep configuration to include AzureML required infrastructure.
The infrastructure is detailed in docs/azureml-pipeline.md

This includes:

Compute cluster
System-assigned managed identity
Permissions for the identity to read from Keyvault

Also:

Add outputs to be included in .env file
Update the doc above to point out that the resources can be deployed automatically
