[bug]: Jira issues are importing in reverse order, causing issue IDs to not match #4317

Current behavior

When I import all issues from a project, the oldest one ABC-1 is the last to be imported and shows up as ABC-100 instead of ABC-1.

This means I can't rely on my past commits which reference the issue to be accurate when looking at the issue IDs in Plane anymore unfortunately, which is a problem when looking back, and stops me from migrating away from Jira to Plane successfully.

Steps to reproduce

  1. Import project
  2. Look at order of issues imported and their issue IDs in Plane, and compare them with Jira
