Add Pat icon as favicon

It would be nice if the pat logo loaded the as a favicon for bookmarking and mobile use. I would try to do this myself but I am not a gopher. This should be really easy though.

I agree, it's about time we do something about this.

No need to touch the Go code for this I believe. We only need to add the icon as a static web resource and add it to index.html AFAIK 🙂
