Create project with AI

I'd like to be able to create a new project using the AI interface from the starter page. It should show the same AI prompt as we already have for creating new resources.. but prompt for a folder and an API key if it is missing!? Following through would add the generated resources to the project folder and put me in the explorer view..

Workflow:

• User creates the resource using UI
• User names project that will contain that resource
• User is prompted the IDE with that project
