Do small userscripts for other websites count as applicable under the new rules?

I'm writing a small userscript for another site, and in general I do web/JS projects and host them on my personal GH pages domain.

A .js.org subdomain would probably make my urls look more clean and in general highlight what I do.

Do these things qualify for a .js.org subdomain, given the new rules stated in the README?
