Internal server error shown if marketplace registry is not reacheable

Describe the Bug

When the Directus instance can not reach the market place registry server it displays an INTERNAL_SERVER_ERROR with name: 'TimeoutError '. We should probably catch this and display some notice instead of the error.

I can see this error happening in air gapped, internal systems, or if our registry is down (which of course it will never be, but, you know).

To Reproduce

• Disconnect your computer with your local instance from the internet
• Navigate to marketplace
• Observe error
