Seems to be bluecore firmware file, see https://hacker.instanet.net/Bluetooth/CS-118613-UG-5-BlueSuite-User-Guide.pdf

I don't know how you would dump it or flash at SPI level though. Maybe try lorf/csr-spi-ftdi#30
