Settings menu does not support navigation with keyboard

Choosing a settings section with the keyboard does not work, arrows only select the submenu (not change to it), Space does nothing, Enter triggers lower buttons (Save, Cancel).
It is probably expected to show a submenu as soon I select it with arrow keys, no confirmation needed.

An interesting observation, it never occurred to me to the use the keyboard in this window. Apparently, keyboard focus is set to the OK button, it's odd that up/down arrows work at all. I will investigate and support keyboard navigation.
