Trying to sign up for a Microsoft 365 developer account, but Philippines is not in the list of countries when trying to enter my phone number.

Trying to sign up for a Microsoft 365 developer account, but Philippines is not in the list of countries when trying to enter my phone number. I noticed that the same issue exists for Brazil, but both Brazil and Philippines are in the list of countries where you can sign up for Microsoft 365. I tried registering using Chrome, Edge and Firefox, they all show the same result (i.e. Philippines is missing from the list), so clearly the list of countries that you can choose from is incomplete. Where would I need to take this issue to get it escalated? In the Microsoft community site I was told to go to Stack Overflow, but that did not solve anything.
