Categories following other actors

Was originally of low-priority for me, but this seems to be of interest to the threadiverse WG.

The ability for a category to follow other actors (ideally group actors, but could be any) could mean that categories could automatically capture new topics and categorize them instead of all remote topics being in cid -1.

Likely this would be something controlled by admins, as admins are the only ones with the ability to administer a category.

May be safest to only allow categories to follow Group actors.

One additional distinction might be that categorization only occurs if the resolved topic does not already have a category.

I think I would call this "Category syncing". You'd add in groups to follow and/or unfollow and maintain settings re: syncing.

Adding a new page accessible here would be a good start.

A possible setting toggle would be limiting announces so that only topics posted locally would be synced. Scratch that, group actors don't send Announces
