Availability loss for Detailed PV battery causes timestep error

Describe the bug

File for testing: pv-and-pv-battery-loss-tests.zip

In test file, run PV Battery case and see error message:

exec fail(pvsamv1): failed to setup AC adjustment factors: Availability losses must be the same timestep as the weather file, if they are not daily/weekly/monthly.
Simulation pvsamv1 failed :exec fail(pvsamv1): failed to setup AC adjustment factors: Availability losses must be the same timestep as the weather file, if they are not daily/weekly/monthly.
batt_annual_discharge_energy not assigned
Simulation singleowner failed :batt_annual_discharge_energy not assigned

Note that Detailed PV case with similar losses runs fine.

Discovered when reviewing PR #1690
