Script for pulling representative models from prior resstock runs

Lixi and Yingli have been working on a script to parse the OEDI data lakes from past ResStock runs to try to pull down whatever the most typical building model is given some constraints (their example was Maine and electric heating). https://github.com/NREL/resstock/blob/IRA_analysis/euss_sampling/find_representative_models.py

Something like this seems like it'd be super useful to a lot of OCHRE users, but we'd want to make sure it works for our use case and maybe modify this if appropriate before packaging it up and including documentation on how to use this to pull from past ResStock runs.
