debian12安装之后没有信息，使用“v2ray”命令也没用。

执行一下试试
sudo mv /usr/lib/python3.11/EXTERNALLY-MANAGED /usr/lib/python3.11/EXTERNALLY-MANAGED.old

试了一下，确实可以。

我改了没用，v2ray, xray命令都不认识

你搞错了，不是安装完后执行，是先执行再安装。
