Why not rename the repository to Core Teams and use folders for the year and within which, states and colleges can be added?
Core Teams
Repo -> Academic year -> State / UT -> College name
Else:
Repo -> State / UT -> College name -> Academic year
But rather than this, I feel it should be:
Repo -> College name -> Academic year
As hence that way, colleges across the world can add.
