I've got a strict .gitattributes file with
*.py eol=lf

when uploading a CRLF *.py file from the https://github.com/<org>/<reponame>/upload/main
it creates commits which ignore the rules specified, keeping the formatting of the file (CRLF)

given the policy forces checkout in LF, this is marked as a local change on local checkout
