How to report it?

To report a repo look to the right side where the About section is displayed, and then click on Report repository.

I know. I don't know is that what category is I need select?

I believe the right category would be Copyright infringement given that you said that repo didn't follow your website license.

that is DCMA. I not want to DCMA report.

Well in that case I don't know, because of all the categories it seems to me the most accurate for your issue, I would choose that one and then explain it thoroughly in the report description. Maybe someone else here in the Community who knows more about this could guide you better than me.
